Here are the Lehigh Valley Junior Legion as well as PA State Junior Legion Rules.

Current Rules of Interest:
LVJLBL does not have a penalty for a fake tag. It is not to be considered obstruction.

Lehigh Valley Junior Legion Mercy Rule - The league shall utilize a 15 runs after 4 innings and 10 runs after 5 innings mercy rule.  The home team will bat if they are the team trailing in any inning.

G)  15/10 Run Rule  The league shall utilize a 15 runs after 4 innings and 10 runs after 5 innings mercy rule.  The home team will bat if they are the team trailing in any inning.

With respect to the home team batting, it only has the right to bat if in the botoom half of the inning if the visiting team is winning by 10 or 15 runs, dependent upon whether it is the fourth or later innings. The umpire may not take away the home team's right to bat in the bottom of that inning if the home team is behind. So, if the visiting team is winning 15 to nothing after the top of the fourth inning, the game is not over. The home team gets to bat in the bottom of the fourth. If it scores only one run, the game will continue into the fifth inning and the visiting team must bat. After its half inning, the home team then gets to bat in the bottom of the fifth. This occurs even though at the end of four innings but before the fifth inning begins, the visiting team is winning by 10 or more runs. The rule is that the mercy rule involving 10 runs only comes into play after five innings, or 4 1/2 innings if it is the home team that is ahead by 10 or more runs after 4 1/2 innings.

The visiting team, if behind by 10 or more runs after 4 1/2 innings, is not entitled to another at bat and the home team wins. The game is over at the end of 4 1/2 innings. If the visiting team is not behind by 10 or more runs at the end of 4 1/2 innings, but becomes behind by 10 or more runs at the conclusion of the fifth inning, the game is over. If anyone has any questions, please advise. Walt, please let your umpires know of this interpretation. It is the same interpretation that all leagues use for the mercy rule.
